Spread refried beans in lightly greased 9×13 baking dish.
Brown beef and onion in large skillet.Add taco seasoning mix, taco sauce, water, salsa, and simmer until it starts to thicken.

2 lbs lean ground beef
1/2 cup water
2 tablespoons sour cream
2 tablespoons flour
1 tablespoon black pepper
1 teaspoon Splenda sugar substitute (or Sugar)
1 lb frozen green beans

1 medium onion , chopped
1 1/2 cups mashed potatoes (may subsitute 1 small can biscuits)
1 cup of shredded cheddar cheese
