1 1/2 lbs beef stew meat , cut in 1-2-inch chunks (I use a chuck roast & cut it up)

3 1/2 lbs beef short ribs
1/2 cup water
2 bunches scallions, thinly sliced diagonally
1 garlic clove , minced
